I need to understand the transaction/steps that occur in obtaining surplus lines insurance coverage from the time a customer makes a request to the actual issuance of the policy.

I think you need to get in touch with a surplus line insurance agent in order to get surplus line coverage. They would then shop for the policy you need amongst the insurers allowed to do surplus business in your state. The surplus line insurers are not licensed to do business in your state and therefore aren't bounded by your state insurance laws, rather they would follow the laws of their originating state.
